Government expenditure on education as a percentage of total government expenditure. Unlike the share of GDP, it shows the priority within the budget: a country may spend little on education as a percentage of GDP, yet with a small state that turns out to be a significant part of all expenditure. The international benchmark agreed under the Dakar Framework for Action is fifteen to twenty percent of the budget.
