The index of coverage with essential health services — indicator 3.8.1 of the Sustainable Development Goals. WHO brings four groups of services into it: maternal and child health, infectious diseases, noncommunicable diseases, service capacity and access. The scale runs from 0 to 100, where 100 means full coverage of the population with the care it needs. This is the only composite measure of universal coverage recognized in the UN indicator framework.
Important: The index measures coverage with services, but not their quality and not financial protection: a country can have high coverage alongside payments that ruin people. The second indicator of target 3.8 is precisely the share of out-of-pocket spending.
