About the indicator

The number of pupils in the last grade of primary school as a percentage of the population of the corresponding age. The indicator adds dropout to the picture that enrollment gives: almost everyone can enroll, while noticeably fewer make it to the end. Values above one hundred percent are not an error but a consequence of repetition and late entry: children older than the official age end up in the final grade.

Important: It can exceed 100% because of repeaters and of pupils older than the official age — a property of the methodology, not a sign of universal coverage. The aggregate is weighted by the number of children, not by total population.
