The number of active mobile cellular subscriptions per 100 people. SIM cards are counted, not people, so the indicator regularly runs above 100: many users hold several numbers, on top of the SIMs in devices and modems. Sharp drops usually mean that operators have cleared out inactive numbers, not that subscribers have been lost.
