A country's share of total global carbon dioxide emissions since 1750. It is cumulative emissions rather than annual ones that determine the concentration of CO2 reached in the atmosphere, because carbon dioxide remains there for centuries. This measure, not the current share, is what stands behind the notion of historical responsibility: a few countries that began burning coal in the 19th century have built up a contribution out of all proportion to their present weight in emissions.
Important: Borders have shifted over 250 years, and emissions are assigned to the present-day borders of the territory where they occurred — comparisons with colonial empires on this measure are therefore not entirely sound.
